Hello,
Recently I have bought Qubo Digital Smart B+.

First thing that I have noticed is very strange noise which can be heard at the moment when trainer is connected to power source, it lasts for a few seconds and than stopped. Same noise is repeated during a training session from time to time?

I use Garmin Vector pedals as a power meter. During a training session on Qubo Digital Smart B+ I have noticed that power values that I read in Elite app, or ZWIFT (connected to the trainer) are significantly lower compering the values that I read from Garmin Vector pedals?

Please can you help me about these issues.

The noise could be the sound of the motor that adjusts the trainer resistance.
But if it is something very loud and annoying, please send a video in which we can hear the noise at myetraining@elite-it.com

About the power, if you notice a difference with your power sensor I suggest you to do a calibration (advanced settings in the app).
Follow the instructions there.
