I don't find an answer to this simple question

If i buy a video (like Alpes d'Huez for example) will it be possible for me to find this video on my different devices (notably if I buy a new laptop) ?
Is the video locally installed on the loading device ? Must (and can) I load it again ?

The video must be downloaded in all the devices (it must have been saved locally)
But if you bought it on one, you'll be able to download it for free in every device.
