Volare trainer

I have just moved back into the 20th century by buying a Volare secondhand. All seemed fine until maybe a couple of weeks ago when I picked up an erroneous sound coming from the flywheel.
On further examination I noticed the plastic cover on the outside of the thin wheel was not attached to anything anymore and was allowed to spin freely. Is this something I should be concerned about apart from not letting small fingers or paws near it whilst using the trainer?
